Anti social drinking in our parks over the road from our council offices is a regular occurance in Coffs Harbour.

Broken booze bottles litter our streets, footpaths and parks and bottles end up in our waterways. It can take up to 2 million years for glass to breakdown in the environment. Many homeless people are drinking their lives away with no help or way out.
No one takes any notice of drinking signs in Coffs Harbour especially if they're only about 200mm wide and in obscured locations over the road from Council Offices. Too many homeless people have no where to go. Too many people have issues they can't deal with on their own.

Our government will spend millions on wasteful commission housing properties that only house a handful of people but isn't using portable Home Unit Parks to help the here and now homeless people within Australia. The government doesn't think its fancy enough for people to live in. But I think the homeless people would disagree and be happy to have a roof over their heads. Our country is being run by fools and bureaucrats leaving people to suffer in squalor. Many of these people are unable to look after themselves let alone make sound decisions. Many won't ask for help because they may lack many basic communication skills. Many have taken to lives of drug and alcohol abuse.

Perhaps if politicians swapped positions for a week living on the streets with nothing their views would change.  Home Unit Properties are not the best solution but for many people it is a solution to the here and now homelessness. There are many reasons accompanied with homelessness in Australia one being the lack of care offered to people suffering from mental illness and unable to care for themselves being rejected by many other areas of society. They will never qualify for normal rental housing and few can manage money or their personal state of living. Society needs to care for these people and it's an investment in your town.

The government is hiding behind this major issue in Australia with many Caravan Parks having already become permanent housing areas for these needy people. But Caravan Parks shouldn't be used for permanent living and the government should step in and take responsibility and separate permanent care living for those that need it and keep Caravan Parks as holiday parks only as they should be. Home Unit Properties could offer a whole range of government services to needy people in those specific locations.

Many Caravan Parks around Australia have become slum living for the needy because the government isn't stepping in to supply the most needed of basic services for these people. Many of these people are being left to fend for themselves. The aged, mentally ill and those with varied medical disorders are all being ignored by mainstream society in Caravan Parks. Homeless women with children and others with varied criminal backgrounds are all staying permanently in Caravan Parks. It's an uncontrolled system with many people ending up on the streets.

The plight of homeless people around Coffs Harbour living in animal pens at the Coffs Harbour Show Grounds.
There are real working solutions but the Government needs to be part of it to get it all started and establish Home Unit Properties.
Every rubbish day you can hear the ringing of bottle bells throughout the surrounding streets. And our council endorses this by allowing people to drink in parks, on our streets and in alley ways. And they continue to let bottle shops expand with their bad social planning. When you have a high populated area that has next to no growing employment this is exactly what you end up with. Many people have lost hope and for many there is none.
This is an issue in many towns around Australia and worldwide. I filmed it a lot around Coffs Harbour and many other locations Australia wide. Community Serviced Home Unit Properties especially set up for the homeless, those in transition and others with permanent issues could live at least some sort of stable life in those areas but no one wants to talk about it. No one wants others to see people living at a lower standard than themselves. The government won't face it and nor does the charity groups in Australia making a living from it either. We send millions overseas every year for poverty while we try and hide from the same shame in our own Lucky country. Even refugees are treated better than our homeless. The cost of fixing homelessness would only be a tiny cost compared to what is spent on refugees.

Millions wasted here on temporary accommodation organized by charity groups all just squandered away into the private sector all sucking our system dry for what they can get. And still the people are homeless at the end of it. Small multiple home units on city blocks of land are not a cure for homelessness but it would provide vital humane living areas for all those stuck in this situation. There will never be enough public housing possible using the current system. We won't be able to hide from our shame forever because its getting worse.

                             Home Unit Properties For Disadvantaged

* Home Unit Properties can be set up quickly in most larger regional towns as required on normal council blocks of land.

* Home units can be of all varied sizes to suit requirements for individuals to families.

* Property costs can be reduced to government or council owned properties.

* Home Unit Properties and people needs can be serviced by all manner or organizations from charities, disability services, mental health,    meals on wheels, medical services, carers, personal management services, cleaning and maintenance etc.

* Unit costs compared to that of normal fixed buildings and individual property acquisition is only a fraction of the costs.

* People can be housed at very short notice for long and short term periods.

* Charity groups can better place their resources and funds into these areas than they currently do. Most funds are wasted on bonds and temporary accommodation in the private sector.

* Many retirement unit parks (villages) already operate similar to this now. No need to become slum areas if managed properly.

* Its the only affordable option combined with rent assistance open to desperate and needy people.

* Housing commission homes can never meet the shortfall of people on waiting lists and the cost of building them is too high.

* Home units properties would reduce people on waiting lists and take many off the streets and could be set up in larger regional towns as required that have the required services, room and work prospects. Units like below can even be joined together to make larger living areas or more bedrooms for families. Low cost homes that could help many people. Cheaper than paying for temporary accommodation in no time. Councils everywhere usually have varied sized properties that could be serviced and used.  Properties could for instance only house several units or many depending on what land size and need is available and required. 

Many "old" commission fibro homes could be torn down and on that block of land several self contained home units could be placed and serviced by all manner of social services to help those that need it the most. Many of these people would never be able to manage in regular type housing which is a situation which needs to be well understood. They wouldn't be able to manage bills, cleaning, making food or any type of maintenance etc. This is a fact of life that not everyone is the same. This is why a new system of thought needs to understood and these units need to be serviced as often as required. Even if extra people need to be trained to undertake that type of work. In many cases the current charity groups could also undertake this type of work rather than waste their time on money losing shops that don't really always help those that need it the most. It's about changing the patterns and poor management that have existed for far too long in Australia and overseas.
                 There's Little To No Work For The Unskilled And Disabled.

Most of this was all brought about by the introduction of "Import Everything" and the removal of hundreds of basic skilled industries that employed thousands of people that didn't need any more than a very basic common sense skill.

Now all these people through no fault of their own are left on unemployment cues along with many that have disabilities all of whom would have been able years ago to go from job to job to survive. You just can't walk into any basic skill job anymore. They just aren't there for people to access.  The government is at the root cause of all of this as they led the push to close down all industry within Australia.

Now we buy everything imported from countries that use kids and other cheap slave laborers while our own people in our own country end up on the street and living in squalor. This is our Lucky country now don't forget. The government needs to make it cheaper to buy and make Australian rather than to import its as basic as that so we can re-establish all those lost industries and provide work for our own.
 

The Government Needs To Create The Mechanism For People To Work.

The methods of employment in Australia need to change whereby they remove penalty rates from over time. That would open up a whole new market of employment opportunities for those unemployed to take up those over time hours by employers at normal rates of pay. Employers could access these people through local employment agencies on call as required. The employers also save on pay rates this way. I know many working people think their rights are above that of everyone else. But the world will need to change as technology takes more people out of the workforce. The work that is there will need to be shared by others as well. My other paper covers this in greater detail.

The people with full time jobs will need to sacrifice those overtime hours to others so we can share the work force better in a more sharing way for all so it opens up jobs all be they part time or casual. It will give older people opportunities to fill in as well as the young and mothers that can perhaps only work specific hours. Unemployed people would at least have the chance to get some level of work and experience in the workforce this way. If we don't do this we'll end up with generations of people never being able to work. Old Age - Not everyone has friends or relatives to look after them.

Many people think well this doesn't effect me so why should we worry?
Well the social cost overall is indeed hard to measure but you need to consider your house insurance rates are effected by burglaries from desperate people. Vehicles are often damaged while people search for things the can use or sell. Even the cost of your healthcare is effected by the level of this situation.

Town infrastructure is constantly damaged which effects the cost of your rates and taxes. Damages from glass on roads, streets and in parks. Needles can be left lying around. Anti social behaviour and risk to your children. Windows are broken. All these things build up to more dangerous levels when people become desperate and homeless.

Helping these people from the early stages on would solve much of these issues but the housing and services must still be available in the first instance and this is where the biggest problems arise. There are no affordable long term housing options to suit these peoples circumstances. Many only need transitional housing but that may still be needed for a year or more.

Putting people in over crowded hostels, motels, hotels and temporary night by night accommodation is expensive and wasteful. Home Unit Parks would solve this issue immediately for many people offering them secure lodgings for as long as they need it without the need of going from place to place with no security at all.

Some of the biggest issues are that many of these people for whatever reason will not always come to you for help so we need to go to them. That can be done in a number of ways. If you have nowhere to live you'll find that making this clear to people through many media outlets may not always be possible. But that would still be a start.

Social services and that of charity groups need to focus more on this as well. Firstly we need our government to set up home unit properties so word of mouth can reach many of these desperate people many of which may have mental illness and associated issues.  Those home unit properties need to be totally serviced by social services with everything from cleaners, home help, health services, acute care, drug rehab, food distribution, DOCS, financial monitoring, and all other issues that may be needed.  Some of the biggest issues are that many of these people for whatever reason will not always come to you for help so we need to go to them. That can be done in a number of ways. If you have nowhere to live you'll find that making this clear to people through many media outlets may not always be possible. But that would still be a start.

People steal clothing bags from charity stores and then just dump it all over the ground so they can sort through it all to get what they want. Coffs Harbour has many desperate homeless people and this issue should be solved before next time they take their actions out on others. Desperate people do desperate things. Its a town issue that no one wants to face but homelessness in Coffs Harbour is growing. A progressive town would take action. Many things could be done like provide home units properties for these people that have slipped though the system.  Filmed 13-05-2014
                                             The Fate Of Many

Some years back before I came to Coffs Harbour I supplied regular housing for the homeless, destitute, beaten wives, released prisoners and anyone referred to me by charity organizations. Needless to say I had a full business all the time. But it wasn't easy dealing with this mix of people with so many personal issues from criminal backgrounds to mental illness and just straight out people down on their luck.

People regularly overdosed on drugs, violence was common and we just about had a regular run to and from with the police and ambulance. We even had a siege that was on TV. So as you can see dealing with the issues from this mix of people isn't easy. Many will never fit into any normal style of housing or rental property. But they are still better contained in controlled accommodation than left on the streets. We were forced to evict around 80 people per year on average because we didn't have the resources behind us to cope with their issues. Local Councils and State Government need to provide more support to solve these social issues. The money spent now will save them in many social issues resulting from not acting. It's an investment in your town and for the people for the long term.

Charity groups often organized payments of their bonds which were never enough to pay for the damages and thefts that took place. Many people just never paid us so we had to wear that constant loss. The government provides money for some charity groups but it just doesn't solve the long term issues for these people.

Home Unit Properties as outlined above can provide a controlled system of housing combined with what ever ongoing services these people need. The money invested in those areas stays in those areas and isn't just used up and gone because the people keep a roof over their heads. The current system of temporary overnight housing is just wasted money year after year. We look better after refugees than the homeless in our own country. Most councils have spare land where some units can be established in varied areas where they can be serviced by all available services needed to help these people.

This shows the level of apathy our town has for homelessness. There's many things that could be done to reduce this issue but it seems its all too hard for many towns to handle. The council could temporarily even put some free tents to live in for these people in the caravan park over the other side of the creek so they have access to toilets and showers. Charity groups could organize meals and services for them from there. We live in a very lazy town of operators with no idea. So they give them some free caravan park camping space for now so what that area is empty nearly all the time anyway. People may even wish to donate some old caravans they no longer use for such a purpose if you put a call out for that? We have a men's shed that could possibly restore and fix them up a bit. Give these people back some dignity perhaps? Its better than living on the street. Then while that's in place build or provide longer term solutions like home unit properties around the town backed up with all long term services needed.
People shouldn't be living like this on our streets in Coffs Harbour. Its disgraceful our council doesn't act. There are many things they could do.
Larger towns can allocate serviced land suitable for such projects and other varied community services and charities could oversee and manage such operations. Many people need all levels of care including families and those seeking transitional housing. There are many companies Australia wide that could supply very affordable units like these to help people out. Or they can be built onsite at very affordable prices. Charities would do better supplying these in the long term as well rather than giving temporary accommodation vouchers which may only be good for a few days or less. These simple units can be made even cheaper if charities got their own volunteer work force to make them. Men's shed groups could also make them.
People don't need to live like this in Australia with all our room and available land. Most councils have plenty of suitable land that could be serviced for such uses. If monitored and managed they don't need to become slums. Home Unit Properties may be an only option for many people. Most importantly they need to be serviced with regular visits from essential services to help and monitor these people.

More Homelessness Around Australia
Establishing fully serviced modular units as shown above would reduce massive homelessness around Australia. Many areas would have land suitable for this purpose.
They may not be what politicians are used too in their ivory towers but they are better than no roof over your head. Even used as transitional housing they can offer some hope for many people.

The home units are very cost effective and better than just handing out cash to charity groups that spend it away in just temporary and expensive overnight stays with no real end solution for these people. The units could even be managed by the charity groups to help these people that in many cases need a lot more help than just a roof over their heads. They may require many associated services which could then be provided to help them get some of their lives back on track perhaps. Home unit parks don't need to be slums if they're serviced properly.
They are much easier to maintain that commission style housing which is just an expensive waste of time as those people don't respect those homes provided for them. Its a very bad system and there are altenatives to offer much better results.

Living on the streets for some has become very organized and an everyday sight. We should be ashamed of this as there's no need for people to live this way in Australia. I’m sure everyone understands it’s an Australia wide issue. And with thousands of people left with no where to live in Australia yes something needs to be done. It’s never been about taking spending away from other areas it should be about spending the money they currently do in different ways. Millions are allocated every year Australia wide for the homeless and for housing and it’s not being distributed in the best possible way to benefit the homeless but rather mainly those wanting to make a living off them from all manner of departments to charity groups. Being some of the biggest cheats of the system.

But the government and no one will hold anyone accountable for it or change the existing system to make it work in favour of helping those less fortunate. You can see the low cost of supply those fitted out units compare those to just one fixed home they waste millions on each year. The situation could be changed very quickly with better policies and holding more people accountable for the way money is being spent. The minister in government has told me that having these low cost portable home options isn’t fancy enough for them. But they’re not the homeless ones are they?

                   There Are Much Better Long Term Solutions!

Homelessness is only part of a greater social issue between the haves and the have nots. There are real solutions that can steer our country into a more level playing field for everyone but there has to be a will to do that.

Small self contained granny flat type units can be pre-fabricated or made on site. The cost can be low and could also be built
through charity networks and the like of Men's Sheds. Supply a some garden and regular maintenance and there's no reason
they couldn't blend into normal suburbs. Some people will never be able to conform to regular types of rental accommodation
due to many issues and it's this type of accommodation that could help these people the most.  Have a barbeque area and
provide some dignity for these people with some help and many people's lives can change.

Several units like this could be placed on regular council blocks of land to service the needs of the homeless. They can be very inexpensive to build and maintain. Service each property with all needed community services that these people need. It's a low cost long term investment for your community. Most can be built for under $15,000.00 each.
